Recently, HE. Sharif Salim Al Olama, Undersecretary for Energy and Petroleum Affairs at the Ministry of Energy and Infrastructure, successfully concluded a five-day working visit to China with a delegation comprising representatives from Mubadala Investment Company, the Abu Dhabi Investment Office, and AD Ports Group. The visit centered on cooperation in the energy transition, energy storage, hydrogen energy, and intelligent mobility, exploring opportunities for technology transfer and two-way investment. During the visit, the delegation hosted an energy roundtable in Shanghai, identifying hydrogen energy, energy storage, nuclear power, and e-mobility as priority areas for cooperation.
On October 12, the UAE Ministry of Energy and Infrastructure delegation made a dedicated visit to Shanghai H-RAY S&T Co., Ltd. (H-RAY), commencing the enterprise technical inspection leg of the trip. The delegation subsequently visited the Shanghai Advanced Research Institute, Chinese Academy of Sciences, and the Shanghai Synchrotron Radiation Facility (SSRF) to observe cutting-edge research platforms.
The visit was coordinated by Dr. Hui Yang, Chairman of H-RAY, and led by Mr. Zhonghua Zhao, General Manager, with the company's core team across R&D & Production and Overseas Business accompanying throughout, engaging in high-level business negotiations and in-depth technical exchanges

Full-Process Technical Inspection: Verifying Capabilities on Site
The inspection was meticulously organized and grounded in real-world applications, establishing a complete closed loop between business negotiations and technical exchanges. During the talks, H-RAY presented its corporate development strategy, full-industrial-chain technology system, and global expansion roadmap. The delegation then toured the membrane electrode assembly (MEA) production line and the automated stack assembly workshop, gaining first-hand insight into the complete PEM water electrolysis technology roadmap, smart manufacturing processes, and quality management systems.

Targeted Technical Consultations: Addressing Key Deployment Challenges
During the core bilateral technical talks, the UAE delegation raised a series of targeted questions centered on the key pain points of green hydrogen project deployment, focusing on the economic viability of renewable-powered hydrogen production, optimization of precious metal loading, safe operation of high-pressure equipment, dynamic adaptation to fluctuating wind and solar power input, certification and compliance requirements for the Middle East market, as well as the delivery cycle and overseas localized O&M support for the RYZER® hydrogen production systems.

H-RAY provided standardized, deployable technical solutions to each question in turn. The company's fully independent domestic supply chain, scaled-up smart manufacturing capability, and verified long-duration stack performance earned high recognition from the entire delegation. Following the talks, the delegation visited the Shanghai Advanced Research Institute, CAS, to observe H-RAY's MW-scale testing platform in real operating conditions, and toured the Shanghai Synchrotron Radiation Facility (SSRF)to inspect state-of-the-art research infrastructure.
Leadership Remarks: Exploring Deep Localized Co-Development

In the concluding exchange, undersecretary HE.Sharif Salim Al Olama expressed gratitude for H-RAY's detailed technical presentations, systematic production-line demonstration, and professional, efficient hosting. The delegation highly commended H-RAY's technological innovation, independent R&D capability, and scaled manufacturing advantages in PEM water electrolysis, affirming the company's comprehensive capability to undertake large-scale green hydrogen projects in the Middle East.
Dr.Hui Yang, Chairman of H-RAY, extended his thanks for the delegation's visit and this in-depth engagement. He stated that H-RAY will support the UAE's clean energy transition by continuously delivering high-performance, cost-effective, and highly reliable PEM electrolyzers with full life-cycle technical services to overseas markets. The company also welcomes cooperation with UAE sovereign funds and industrial capital to jointly explore establishing a localized joint-venture manufacturing facility in the UAE, building a local production, O&M, and delivery system to shorten project delivery cycles and reduce O&M costs, thereby creating a benchmark for China-UAE hydrogen energy cooperation.
This high-level visit and in-depth technical engagement have further consolidated the foundation of China-UAE hydrogen cooperation, establishing a full-chain pathway covering technology adaptation, scenario deployment, platform co-building, and co-located manufacturing capacity. Going forward, H-RAY will continue to deepen its presence in the Middle East green hydrogen market, leveraging its proprietary core technologies and localized cooperation models to support the UAE's net-zero ambitions and bring Chinese hydrogen technology and smart manufacturing capabilities to the global stage.
